Players connected to MS sometimes experience difficulties with purchases. We contacted MS and here's a reply:

As discussed in chat for this issue you will need to direct the user to consumer support. I wanted to send an email and provide the link for visibility:

Thus, if you bought gems but didn't get it please contact MS support and they will assist you because MS performs as the mediator in our financial relations.
Please create a post and I will assist you.
Send private messages ONLY as a last resort.
